University of Michigan Employees Felony Policy

Starting on February 1st, University of Michigan employees, including faculty and staff, are now required to inform the school within one week of a charge or convction. Previously, employees were only required to answer criminal history questions on their applications, only including convictions of felonies and misdemeanors, but not charges. Do you think that this policy is fair or discriminates against certain demographics of people who are more likely to be charged with crimes (i.e. African American males)?
