Program helping low-income students navigate college

This article describes a New York based program, SEO Scholars, that helps low-income students to and through college. The program has multiyear programs and this allows students to receive the same high-end support as their upper-middle-class peers. While this program is great, many students are denied the opportunity to make up for what they did not learn in elementary and middle school. For every student given this opportunity for success, hundreds are denied. What are your thoughts on this program? How can this program be expanded?
