Don’t sweep leaves onto streets, city of Jackson tells residents

This article mentioned how in Michigan, citizens are not allowed to rake their leaves onto the street or they could get fined. This is mainly because leaves in the street can clog drains and damage pavement, overall negatively impacting the environment. Also, Michigan put in $630,000 last month to buy two vacuum trucks and two vacuum trailers for leaf pickup. In order to help preserve the environment, what else needs to be done? Should there be a more harsh punishment for citizens who rake their leaves onto the streets?
