Ann Arbor Looks To Make Rental Housing "Greener"

Rental properties make up about 55% of Ann Arbor houses, and most of them are not very environmentally friendly. To solve that problem, the Ann Arbor city council has established a new green rental and building efficiency program. This is part of a larger plan to reduce Ann Arbor's carbon output by 90% in the next 30 years. Do you feel this is overly optimistic? What initiatives do you think the council should take in order to fullfill their promises to make Ann Arbor a more sustainable city?
